Definitions
Approved wording for every term and mandate used across LCP Measures. These definitions match the Department of Public Works Project Labor Agreement.
Local Worker
A worker whose residential ZIP code is one of the 175 City of Los Angeles ZIP codes designated within the Department of Public Works Project Labor Agreement (DPW-PLA) Articles 7.4 and 7.5. Local status applies across the covered portfolio: a worker living in a DPW-PLA identified ZIP code counts as local on any covered project.
Mandate: 30% of all project work hours performed by local workers.
Local Apprentice
An apprentice enrolled in a state-approved, bonafide apprenticeship program and lives in a DPW-PLA identified ZIP code. Measured as a share of all apprentice hours.
Mandate: 50% of all project apprentice work hours performed by local apprentices.
Apprentice Utilization (Straight Time)
Apprentice hours as a share of straight-time hours worked (overtime and double time excluded), consistent with California Labor Code Section 1777.5.
Mandate: 16.67% (one apprentice hour for every five journey-level hours) for every project contractor, unless either subject to a different apprentice hours ratio or in possession of an active exemption.
Transitional Worker
A City of Los Angeles resident certified as facing various barriers to employment as outlined in DPW-PLA Article 7.7. Transitional Workers may reside within any City of Los Angeles ZIP code. Certification is obtained and submitted via an official certification form by either the Prime Contractor or their Jobs Coordinator to BCA. Upon BCA's receipt and validation of the certification form, the worker is then verified in the certified payroll system; once verified, the worker's hours, both current and retroactive, count towards the Transitional Worker mandate. Additionally, if the hours are not already being captured as such, the Transitional Worker's hours will also count towards both the Local Worker and, if applicable, Local Apprentice mandates.
Mandate: 10% of all project work hours performed by Transitional Workers.
Council District Map
Selecting a Council District on the Wages page filters the report to workers who reside in that District, based on each worker's home ZIP code assigned to its primary council district. Workers living outside the City of Los Angeles are included in overall totals, but are not shown under any district.
Straight Time / Overtime
Total hours include straight time, overtime, and double time unless a visual states otherwise. Apprentice utilization uses straight time only.
Article 7.7
Transitional Worker qualification tiers
Per Article 7.7 of the DPW Project Labor Agreement (2020-2030), a Transitional Worker is a City resident who satisfies ONE Tier 1 criterion (veteran, documented justice-system involvement, or homelessness), OR qualifies under Tier 2 as an approved MC3 pre-apprenticeship graduate or by facing at least TWO of seven barriers to employment. Workers may qualify under multiple criteria, so criteria counts exceed the transitional worker total; criteria with no certified workers to date show as zero.
