Because a worker can be certified under several criteria, these counts add to more than the 470 certified transitional workers.
Article 7.7
How qualification works
Per Article 7.7 of the DPW Project Labor Agreement (2020-2030), a Transitional Worker is a City resident who satisfies ONE Tier 1 criterion (veteran, documented justice-system involvement, or homelessness), OR qualifies under Tier 2 as an approved MC3 pre-apprenticeship graduate or by facing at least TWO of seven barriers to employment. Workers may qualify under multiple criteria, so criteria counts exceed the transitional worker total; criteria with no certified workers to date show as zero.
10% of all project work hours performed by Transitional Workers.
Certification is confirmed through the City’s jobs coordinator intake before a worker’s hours count toward the transitional worker mandate.
